With my 3400, my 60' times were just as bad and I was running ~16.0 @ 88-89mph.
I think my current bext 60' time was a 2.2.

The best I could manage with my 95 grand prix 3100 was a 2.2 60ft running 16.2 in the 1/4. With a 55 hp shot I ran a 15.4. And a 75 shot I ran a 15.01.

Not bad for your 1st time at the track. Its a fine art getting the launch just right. If it makes you feel any better DOHC's run mid 17's in colorado (5800ft Elev)! air is so thin here its sad... But makes me laugh when i still beet a Civic with a mear 17.5 
A set of Good tires will go a long way. I ran a Odd ball size 235/55/16 for a while on my stock 16X7" wheel and really liked them. they hooked better and not so squishy on the sidewall like stock size.
