You tried soaking in Mineral Spirits or just scrubbing them with carb cleaner?

Just take them to a shop and get them acid cleaned and pressure tested.

it is probobly just from oil drying on there or carbon build up.
a high grit grinder should work like a dremel tool just watch what you hit.
high grit sand paper should work for the flat parts, like 2000 grit or some shit

Thats oil-soaked aluminum. The only way I know to get rid of it is to sand it down. However, its nto hurting performance, and its covered by your valve covers. Why worry about it?

I have a parts washer with varsol in it and it helps takes that crap off

but you still have to scrub it quite a bit

One of the best cleaners I've found is "Spray-9". It worked far better than engine degreaser on some old crud. However, it's a bit hard on the hands. Not sure if it's safe to use around rubber though.
