This is the opposite of what is usually an under turboed engine where generally two small a turbo over time may create problems for the engine and turbo, too large a turbo (allowing boost points to the left of the surge line) can result in damage to the compressor.

If you look closely at a turbo map, you will find the surge limit to the far right side of the map. The surge limit is the point where the compressor has excessive pressure built up at a point where the engine is unable digest the incoming air. This means that it can happen at even low RPMS.
The damage is caused when the superheated turbine blades are bent due to the combined twisting forces of the exhaust pressure and the surging compressor . Its the roughly equivilant to twisting a driveshaft.Took a break from working on the car. Got some better tools, got a better shop, got a better job... Its time to burn metal!
