When the car is cold, and the climate control is turned off, when should the 2 cooling fans turn on after starting the motor? After so many minutes? After it reaches a certain temperature?

They come on at a certain temp...at half way on the guage(about 200* i think) and cool till around 180*1995 Monte Carlo Z34 -
I'm pretty sure that the second fan only comes on with the a/c compressor.sigpic
