Would this screw up my motor?

I found this on ebay. I cant figure out if the thing is a scam or not. For 40 bucks it says 22 hp. Is this believable? Do ya'll think it would screw up my motor or actually give me some power? Thanks

no it wont......screw it up and do anything for you. its just another fancy casing for a 5 cent resistor, just like the ones that SLP sell.
