I'll be the first to say it.. 400 HP out of a 3.1 could happen but you'll spend a ton of money and it won't be very reliable.
The 3500 swap is growing in popularity, i was the 2nd to put one in a Jbody (a 91 Z24) and have also helped to put one in a 92 Sunbird and an 89 Z24 locally. With the more modern engine you gain a ton of potential for power and reliability, there is also better aftermarket cam and piston choices so the sky is pretty much the limit.
I think that if you shoot for 300hp, you will be happier, the engine will live longer and you won't be overpowering the transmission and brakes. Believe me, 300 ponies makes for an impressive little inertia party without breaking the tire budget.

300 is realistic streetable power for the MPFI 60* motors, 350-365 made it a project every other time of pushing it hard, dont go over 300 if you want it to live. The SFI engine is the way to go.
