Fast idle

I've got a problem with mt 3.1 91 engine...idles too fast...checked for air leaks, was told the IAC motor was bad..replaced that, and it helped...idles too fast till it warms up, then I can shut it down, and the idle comes down to where it should be...but not till I shut it down , and restart...any ideas ?
