99 malibu computer

if i got a 99 malibu computer somewhere would i be able to reprogram it and use it on my 1996 Monte carlo LS with the 3100 sfi?

It would be the same programming most likely, and not too sure if any companies do 3100 OBD2 programming. I know DHP does 3400 OBD2 programming. But there is a chance that the connectors aren't the same (although I think they are) so it would be more of a hassle trying to get it to work.
