When in 1st gear on the selector, my car doesn't seem to shift up, whereas the 94+ cars will shift in L gear. Is this an issue with my transmission, or a difference in the programming?

I don't recall the 91 shifting either. I think that's the way the earlier cars/transmissions were made to work.-60v6's 2nd Jon M.

I'm not sure. I have no idea if it's in the ECM or if it's built into the valve body on the 4T60-E. Hopefully one of the auto gurus will chime in here soon.
