I have a fresh rebuilt engine with a turbo. And a medium oil leak. Is it possible that my original harmonic balancer with 123k on it is not sealing right with the new seal and leaking?

Very possible if the area where the seal seats has a groove worn in it. You can buy a sleeve kit for the dampener. It is a very thin wall (around .003") stainless sleeve that you press over the seal area to provide a new surface for the seal to ride on. The sleeve is less than $10 and no machining is required to install it.MinusOne - 3100 - 4T60E
