Slow crank after LIM repair

I was mostly concerned about whether I needed to torque with the lifters on the base circle of the cam, or not. Comments?

I have searched for the answer to this question everywhere. Can someone answer it? I am having some issues after replacing the lim gasket and need to know if it could be due to the way I torqued the rocker arm bolts.

Just torque them as they sit, no need to rotate the cam.
