Torsional Damper Removal on 3.4 liter S10 engine

When trying to remove my torsional damper on my 3.4 crate motor, I found that the key slot has a weld in front of it, and has o be removed in order to remove the damper. Has anyone dealth with this before, does this have anything to do with balancing and need to be replaced.

A Weld? Well than not normal but typically it gets removed with a standard balancer puller. Is it just a tiny tack or something? Maybe the puller will break the weld without giving too much excessive force.

That seems odd. Hope that is all that's "hacked" .
