Looks the the tube for the PCV.

Do I pull the metal out of the ends or buy the whole thing? I suppose I should just bring it into a parts supply...

The metal canister on the end is the actual PCV. Wouldn't hurt to replace that as well since its looking kind of rough.

Is it a bad idea to reuse the plastic gaskets that came off with the upper intake manifold?

They are completely intact

I reuse upper intake gaskets all the time. But they are usually really cheap to replace if unsure of condition.
